New York CNN —A top US Treasury official is heading to Hong Kong as the White House continues its quest to ease tensions with Beijing and avoid a destabilizing crisis. During the trip, Neiman — the highest-ranking Treasury official to visit Hong Kong since 2019 — plans to meet with government officials, private sector economists and executives from the financial and legal sectors. He is also set to meet with US companies that are members of the American Chamber of Commerce in Hong Kong as well as with students. “Neiman will stress the United States’ focus on securing and advancing our economic and national security interests, along with those of our allies, and protecting human rights,” the Treasury official told CNN. Hong Kong is a semi-autonomous Chinese territory that is also the country’s international financial center.

☆ Chinese hack of Microsoft engineer led to breach of US officials’ emails, company says

CNN —The Chinese hackers who breached senior US officials’ emails in May and June were able to do so by first stealing sensitive data from a Microsoft engineer, the company revealed Wednesday. Multiple mishaps, including the crash of an internal Microsoft system in April 2021 and the hack of the engineer, gave the Chinese hackers coveted access to a cryptographic key that was later used to break into the US officials’ email accounts, the tech giant said in a blog post. The hackers had breached the email accounts of US Ambassador to China Nicholas Burns and Commerce Secretary Gina Raimondo, in advance of Raimondo’s trip to China. Microsoft has been under scrutiny from US lawmakers and officials who have demanded more information on how the alleged Chinese hackers broke into the email accounts. As CNN previously reported, the Biden administration believes the Chinese hacking gave Beijing insights about US thinking ahead of Blinken’s trip.

The Biden administration was willing to work to promote trade with China for many categories of goods. There is a long history of frustrating and unproductive economic dialogues between the United States and China, and there are not many reasons to believe this time will prove different. And Biden administration officials argue that even the shift to begin talking has been significant, after a particularly tense period. Relations between the United States and China became frosty last August when Representative Nancy Pelosi, the House speaker at the time, visited Taiwan, and they froze entirely after a Chinese surveillance balloon flew across the United States in February. Ms. Raimondo’s trip capped a summer of outreach by four senior Biden officials.

Hong Kong CNN —The United States is not seeking to decouple from China’s economy or hold it back, Commerce Secretary Gina Raimondo told senior Chinese economic officials Tuesday in Beijing. Hours later, when she met with Chinese Premier Li Qiang, Raimondo emphasized that point. “A well-maintained economic and trade relationship is beneficial to both [our] countries and the whole world.”“We hope that commercial relationship can provide stability for the overall relationship,” Raimondo said in reply to Li. He said that he hoped the United States will work with China to “adopt rational and practical practices” and put the leaders’ recommendations into practice. Commerce Secretary Gina Raimondo’s visit to China is putting a spotlight on the future of TikTok in the United States, where criticism of the app and its ties to Beijing reached a fever pitch this year. Despite the intense pressure on the popular short-form video app, which is owned by the Chinese technology company ByteDance, efforts to ban or regulate it in Washington have not yet borne fruit. And even with all that scrutiny, Ms. Raimondo is not planning to discuss TikTok while in China, a glaring omission that reflects the impasse at which it has left the Biden administration. The administration has been stymied by how to deal with TikTok even as intelligence officials have warned that it poses a national security threat. Gina Raimondo, the secretary of commerce, is heading to China on Saturday with two seemingly contradictory responsibilities: a mandate to strengthen U.S. business relations with Beijing while also imposing some of the toughest Chinese trade restrictions in years. The Biden administration announced Wednesday it would restrict investments by US venture capital and private equity firms, as well as joint ventures, in Chinese artificial intelligence, quantum computing and semiconductors. The executive order applies to investments in the cities of Hong Kong and Macao, as well as mainland China.
